In the bowl of a stand mixer fitted with a paddle attachment, cream together the butter and sugars. Add in the eggs, and scrape the bottom and sides of the bowl.
Stir in the vanilla, lemon juice, red food coloring, and milk.
In a large bowl, combine the flour, cocoa, baking powder, baking soda, and salt. Slowly pour into mixer and stir until combined.
Chill the dough for at least 1 hour.
Preheat oven to 350 degrees. Roll the dough into 1 1/2-2 inch balls, and roll in powdered sugar. Place on parchment lined baking sheets about 2 inches apart.
Bake about 12 minutes, or until slightly crispy on the edges. Cool on pan 5 minutes before moving to a wire rack to cool.
