Combine the oreos and the melted butter. Press into a 9 inch pie dish. Refrigerate for at least 30 minutes to set.
Beat peanut butter, cream cheese, and powdered sugar with a mixer until smooth and creamy.
In a large bowl, combine the heavy cream and vanilla. Whip until you reach stiff peaks. Fold into the peanut butter mixture. Spread into the chilled crust.
Heat the heavy cream until steaming. Pour onto chocolate chips in a bowl. Let sit 5 minutes to melt, and stir. If needed, microwave 15 seconds at a time until smooth. Spread on top of the pie. Sprinkle peanuts on top.
Chill at least 4 hours, or overnight to allow to set.
