Preheat oven or air fryer to 400 degrees. In a large bowl, combine the salmon with the olive oil, cornstarch, salt, and pepper. Cook for 8-10 minutes, stirring halfway through.
In a saucepan over medium heat, drizzle a little more oil. Cook the garlic and ginger for about 30 seconds.
Stir in the soy sauce, honey, and water. Simmer for 3-5 minutes, or until thickened.
Pour over the cooked salmon. Serve immediately over rice. Garnish with sesame seeds and green onion, if desired.
