Preheat oven to 350 degrees. Line an 8x8 inch pan with parchment paper.
In a large bowl, combine the flour, sugar, cocoa, salt, and baking soda.
Add in the vanilla, vinegar, vegetable oil, and water. Stir until combined.
Pour batter into prepared pan. Bake for 30-35 minutes, or until a toothpick inserted in the center comes out clean.
Cool completely in pan on a wire rack.
To make the frosting: Combine the butter, cocoa, honey, vanilla, and confectioners sugar in a bowl. Slowly add in the heavy cream, using a hand mixer to whip it together.
Spread onto cooled cake.
